Project Aquarius, 1953

On May 21, 2014, renowned American UFO expert Dr. Steven Greer (Steven Greer) published another top-secret document about MJ-12 on his website. The document is titled “Project Aquarius” (Project Aquarius) and includes several attachments. Steven Greer is the founder of the Disclosure Project and the Center for the Study of Extraterrestrial Intelligence. The document is said to have first been leaked in the 1980s by Richard Doty, a counterintelligence investigator with the U.S. Air Force Office of Special Investigations (AFOSI).

  Subject: Project Aquarius (Top Secret)

File No.: ECN 0001 Unit: MJ-12-EO-34012

The contents of this document are top secret. No other organization, including the military, is authorized to obtain them. Only two copies of this project exist, and MJ-12 is the sole custodian. The contents of the document must not be copied.

This project was established in 1953 by order of President Eisenhower. It was originally named “Project Gleem” and was renamed “Project Aquarius” in 1959. It is carried out by the National Security Council and MJ-12. Funding comes from a secret CIA budget (not approved by Congress). Its mission is to collect and study all information about UFOs and extraterrestrials, including prehistoric information.

In June 1947, a pilot sighted nine flying discs over Washington State, and the air technical intelligence service opened an investigation. In July of the same year, a flying disc crashed at Roswell, New Mexico, and the military recovered the wreckage and the bodies of four extraterrestrial beings. (Attachment 1)

In August 1949, the military recovered another flying disc in New Mexico and captured an extraterrestrial. The military interrogated him at a base in New Mexico and learned that he came from the Zeta Reticuli system, about 40 light-years from Earth. On June 18, 1952, the extraterrestrial died of illness. During his life he provided a great deal of valuable information on the origin of the universe, space technology, space biology, and related subjects (Attachment 2).

In late 1947, the Air Force began Project Sign to investigate UFO incidents and judge whether they posed a threat to national security. It was later renamed Project Grudge and then Project Blue Book. Analysis of the material collected found that some of it was of real value to space technology.

In 1958, the military recovered another flying disc in the Utah desert. The craft was intact, but for reasons unknown no trace of extraterrestrials was found. Scientists studied the disc for several years and learned a great deal. (Attachment 3)

In 1966, MJ-12 decided that the Air Force should end its UFO investigations (Attachment 4). The reason was that, after communication with the extraterrestrials, they were judged to bear humanity no ill will and to pose no direct threat to national security. The public had also begun to believe that UFOs really exist, so MJ-12 decided that, in the name of a collaboration between the Air Force and the University of Colorado, a final, conclusive investigation of the UFO phenomenon would be conducted, to quiet public curiosity and let the Air Force withdraw from UFO investigations. The Air Force ended Project Blue Book in December 1969, while Project Aquarius continued in secret under the control of the National Security Council and MJ-12.

To carry out this project, agents belonging to the CIA and MJ-12 were assigned to the military and other government agencies to investigate every UFO-related incident in depth and report it to MJ-12. Given extraterrestrial races’ concern about nuclear weapons, many of the reported UFO-related incidents occurred at nuclear-weapons bases. The military has adopted a set of countermeasures to keep extraterrestrials from destroying nuclear facilities.

MJ-12 believes that extraterrestrial activity is essentially peaceful and friendly, but that it still cannot be taken lightly. They must be kept under surveillance so that any threat that may arise can be met.

The extraterrestrial from the Zeta system once said: “Nearly two thousand years ago, their ancestors left one of their own kind on Earth in order to help humanity build a civilization.” This information is unclear, however, and the exact identity of the one who was left behind is unknown. There is no doubt that if the public learned of it, it would cause a worldwide religious crisis.

MJ-12 set up an information-release program to disclose the relevant information to the public gradually, so that people would accept the reality that UFOs (extraterrestrials) exist and the situation would remain stable. (Attachment 5)

  Several sub-projects of Project Aquarius

  1. Project Bando (Project Bando): started in 1949, to collect and evaluate medical information on extraterrestrial bodies. The project ended in 1974.

  2. Project Sigma (Project Sigma): started in 1954. It originally belonged to Project Gleem and became a standalone project in 1976. Its mission was to establish a channel of communication with extraterrestrials. On April 25, 1964, an Air Force intelligence officer held a face-to-face conversation with two extraterrestrials somewhere in New Mexico, lasting about 3 hours.

  3. Project Snowbird (Project Snowbird): started in 1972. Its mission was to research and develop extraterrestrial craft, and the project has been conducted in Nevada throughout. It also includes using sightings of conventional aircraft to divert public attention from extraterrestrial craft.

  4. Project Plato (Project Plato): started in 1968, responsible for establishing diplomatic relations with extraterrestrials.
