In 1942 Tompkins went to work in U.S. Naval Intelligence. He reported to the commander of the U.S. Navy base in San Diego, and intelligence work on extraterrestrial civilizations was led by the then Secretary of the Navy, James Forrestal. In 1950 he joined Douglas Aircraft Company, took part in the Apollo program, and reported to Wernher von Braun. He came into contact with a large amount of classified information on Nazi Germany and extraterrestrial civilizations, and later became involved in the U.S. secret space program.

Because Douglas was involved in intelligence on extraterrestrial civilizations and in the U.S. secret space program, the company had already set up an advanced-design think tank responsible for designing antigravity spacecraft. In 1951 Tompkins was transferred to the advanced-design think tank. His job was to use intelligence that Navy spies had obtained in Nazi Germany, together with his own engineering-drafting skills; he was specifically responsible for designing various models of antigravity spacecraft.

By his own account, Tompkins was the designer of the Vehicle Assembly Building at the Kennedy Space Center.
